Art. 1 - THE AIM OF THE CONSORTIUM

Art. 2. - SEAT OF ICAU:

The seat of ICAU Secretariat is the institution where the chairperson of the Secretariat is located.

Art. 3 - THE ORGANS OF THE ICAU:

The organs of the ICAU are:
  1. the Board of Members
  2. the National Groups
  3. the Steering Committee
  4. the Secretariat

Art. 4 - BOARD OF MEMBERS

The Board of Members consists of the representatives of the ALEPH User institutions which have paid the annual membership fee.

The Board of Members meets once a year.

The Board makes strategic decisions and takes actions to pursue the aims of ICAU. When making decision each member institution - regardless of the number of persons representing it at the session - has a single vote only. Decision is to be made in the case of simple majority. In case of equal vote the vote of the Chairperson decides.

Art.5 - NATIONAL GROUP

The National Group consist of the ALEPH-User institutions in a country. It aims to enable institutions to meet locally, to coordinate and to assist each other. Each National Group will decide whether only ICAU Members may be its members or not. The National Group elects a Head who serves as a member of the Steering Committee. Institutions in countries which have not yet set up a National Group may join the National Group of another country so that it can represent their interests.

Forming National Groups is highly recommended.

Art. 6 - STEERING COMMITTEE

The Steering Committee consist of the Heads of the National Groups and of the Chairperson.

The Steering Committee

  • discusses the general problems before bringing them to the meeting
  • forms the professional part of the annual meeting
  • makes decisions on the activities

Art. 7 - SECRETARIAT, CHAIRPERSON

The Secretariat organizes and performs the professional and administrative activity of ICAU. Its head is the chairperson. She/he is elected by the Board of the Members for a period of two years. The chairperson represents the ICAU in actions and cooperations with other consortia and institutions. In case of any personal obstacles the ICAU can be represented by another member of the Steering Committee.

Art. 8 - ANNUAL MEETING

  • The aim of the annual meeting is to enable contact between the members of ICAU, to exchange experiences, and to formulate the policy of the consortium.

  • The Site of Annual Meeting will be decided by the Board of Members.

  • The right to vote at the annual meeting is limited to the registered member institutions only.

  • Also non-member ALEPH-Users may participate at the meetings, their participation fee is 50 ECUs. Non-members are allowed to take part only on the open sessions.

  • Each institution submits an annual update report to the annual meeting by the time the organizer announces.

Art. 9 - FUNDS:

  1. The membership fee is 100 ECU/year to cover the administrative costs of the Consortium. Payment entitles member institutions to attend the annual meetings, to vote, and to receive the ICAU News.

  2. The access fee for use of the ICAU Databases is an additional 100 ECU.

  3. Income from other sources will be accepted and can be used for organizing thematic seminars according to the proposals made at the annual meeting.

Art. 10 - ICAU Databases

The Technical Knowledge Center & Library of Denmark (DTV) builds and maintains the ICAU REQUEST database and the CLIENT Database, and makes available to the subscriber members the ERROR Database built by the Ex Libris.

Art. 11 - MEMBERSHIP

ICAU is open to any institutions or organizations that has acquired the ALEPH Software, and has accepted the Statements, and has paid the basic membership fee.

The main administrative tasks of the Chairperson and the Secretariat:
  1. Sending and collecting application forms
  2. Registration and follow-up the members according to payments; sending the updated list of members to the organizer of meeting
  3. Invoicing, budget, financial support of the annual meeting
  4. Coordinating the activity of the Steering Committee
  5. Permanent contact with the DTV as the maintainer of the ICAU Databases
  6. First announcements of the meeting, permanent contact with the organizing institution
  7. Preparation of the professional part of the annual meeting, consultations with the Steering Committee
  8. Correspondences with the members and distributors, in coordination with the Steering Committee.
  9. Preparing activity and budget report of the biennial activities, using the report of the Secretariat and that of the DTV (ICAU Databases).
  10. Publishing and distributing the ICAU News

ad Art. 8

The main tasks of the institution organizing the annual meeting (in co-ordination with the Chairperson)
  1. Decision about the organizing person(s) and her/his contact possibilities. Decision about the deadlines in agreement with the Chairperson.
  2. Preparing suitable locations for the meeting
  3. Ongoing reporting to the Chairperson about the status of the organization.
  4. Collecting the applications, insuring that only registered members should participate freely.
  5. Estimating costs of the meeting (postal, printing, etc.).The Secretariat will decide about the support against the payments.
  6. Collecting, editing and publishing the update reports
  7. Preparing and distributing the list of hotels in good time before the meeting
  8. Preparing and distributing the welcome package (its content in coordination with the Chairperson)

ad Art. 10

The DTV:
  1. develops the HELP and INFO system, and also an easy way of cataloguing and searching the database with standardized terms.
  2. keeps a permanent contact with the Secretariat.
  3. distributes information about the databases in coordination with the Chairperson, and the Steering Committee.
