Foundation Statement

PRESENTATION

The undersigned persons using the ALEPH software realizing that telecommunications and other information technology resources have transformed the role of academic and research libraries and to enforce its role as information machine constitute the International Consortium of ALEPH USERS, hereafter called ICAU:

Art. 1 - The aim of the Consortium

The aim of the Consortium is :
  1. to promote innovative bibliographic services and information exchange using computers and networks, between institutions that use ALEPH Integrated Information Library System software
  2. to constitute a coordination body for aspects of development policies in the application of the new information technology service to library and information services
  3. to contribute to the diffusion of new information technologies in the library systems of members' of ICAU
  4. to enhance their own services by sharing information and resources
  5. to assure procedures for searching and retrieving records and holdings data from other members' databases
  6. to improve the provision of primary information by setting up procedures to request either document photocopies or electronic copy of primary texts from any member
  7. to compile and disseminate information on experiences, requirements, developments and problems relating to the use of ALEPH in the member institutions
  8. to coordinate organizations and to prioritize requests for development, documentation and support expected from the ALEPH Producer
  9. to be a platform for submitting proposals in cooperation with member organizations or with similar organizations outside the Consortium
  10. to submit - as a European Subgroup of ICAU - autonomously, or in cooperation with similar organizations projects to any European institution

Art. 2 - Seat of ICAU

The seat of the Consortium is the institution to which the current President belongs

Art. 3 - The organs of ICAU

The organs of ICAU are:
  1. the Board of Members
  2. the Steering Committee
  3. the President
  4. the Secretariat

Art. 4 - The Board of Members

The Board of Members is constituted by one member for each institution or organization that has acquired the ALEPH software.

The Board of Member is the locus where any strategic action is taken to pursue the aim of ICAU.

The Board meets at least once a year.

Art. 5 - The President

The President of the Consortium is elected by the Board of Members for a period of 2 years. The President is responsible for taking initiatives and following up on initiatives taken by the members of the Consortium. He/She represents the Consortium in actions and cooperations with other consortia and institutions. In case of any personal obstacle the Consortium can be externally represented by any other member of the Steering Committee.

The President organizes the necessary secretariat support.

Art. 6 - The Steering Committee

The Steering Committee is elected by the Board of Members. It is composed of five to seven members, including the President. It cooperates with the President to take any initiative to further goals and objectives of the Consortium, and to call for ICAU extraordinary meetings and seminars.

Art. 7 - Funds

The financial resources of the Consortium are constituted by:
  • the annual membership fee to cover ongoing expenses for secretariat purposes and contribute to costs related to the organization of the annual meeting is determined by the Board of Members
  • any financial resource that comes from national ?? or institutions that are collaborating with ICAU to realize single or multiple purposes of the Consortium
  • financial funds that come from any Consortium in which ICAU participates
Any other form of funds that comes from private or public institutions must be accepted by the Board of Members with the majority of two thirds of the members.

Art. 8 - Membership

ICAU is open to any institution or organization that has acquired the ALEPH software. However new members must be approved by the Board of Members with the majority of two thirds of already existing members.

Art. 9 - Type of Consortium and legal regulation
